Independent by design.
Special districts rely on trusted, independent professionals to guide nearly every aspect of their operations. District Defense Group brings that same model to security and public safety.

Former Texas Peace Officer
Security deserves a seat at the table.
District Defense Group provides independent security advisory and risk management services to special districts and local governments.
DDG was founded by Dale Anzalone to address a simple but consequential gap: public entities have trusted advisors for nearly every critical function, including legal counsel, engineers, operators, financial advisors, and other specialists, but often lack an independent expert responsible for security.
Protecting people, public facilities, critical infrastructure, and communities requires the same level of professional guidance.
Without it, security can become a collection of vendors, contracts, technologies, and policies, with no one responsible for looking at the whole picture, identifying gaps, or ensuring those investments work together.
District Defense Group was created to fill that role.
We work alongside boards, administrators, and public-sector leaders to assess risk, develop practical security strategies, coordinate the right resources, and provide ongoing oversight from planning through execution.
Because protecting a community requires more than buying security products.
It requires a strategy for defending what matters.
Both sides of public safety.
Dale Anzalone brings more than a decade of experience spanning law enforcement, public safety technology, and security strategy.
He began his career in law enforcement as a Texas peace officer, serving across patrol, criminal investigations, and specialized operations, with experience involving violent crime, human trafficking, organized criminal activity, and high-risk enforcement operations. That work gave him a firsthand understanding of how public safety decisions play out in the field, and how gaps in information, coordination, infrastructure, technology, and planning can have real consequences.
Dale later moved into public safety technology and security strategy, working directly with hundreds of special districts, law enforcement agencies, and public-sector organizations to evaluate and implement solutions supporting security, situational awareness, investigations, intelligence, and community safety.
That combination provides a perspective that is difficult to gain from either side alone: an understanding of the operational realities facing public safety agencies, paired with extensive experience working alongside the local governments and special districts responsible for protecting communities and critical infrastructure.
Today, he brings that perspective to District Defense Group, helping special districts and local governments make more informed security decisions, with an emphasis on practical strategy, independent guidance, and solutions built around the needs of the community rather than a particular product or vendor.
An independent advisor
in your corner.
Boards shouldn't have to become security experts to make good security decisions. They should have a trusted, independent advisor in their corner, just as they do for legal, engineering, financial, and operational matters.
It starts before the camera
Effective security begins long before a camera is installed, a patrol is deployed, or an incident occurs. It begins with understanding what matters most, where vulnerabilities exist, and the unique needs of each community.
Independent expertise
DDG helps local leaders understand risk, challenge assumptions, coordinate the right resources, and protect critical infrastructure and public assets.
Responsible stewardship
We help boards decide where security investments will have the greatest impact, so the public resources entrusted to them are spent well.
Protecting a community is too consequential to be approached as a collection of products, vendors, or reactions to the last incident. It requires thoughtful planning, independent guidance, and responsible stewardship of the public resources entrusted to its leaders.
